"They're exposed to the freezing cold of outer space." You _know_ it's a nearly ubiquitous misconception that space is cold, you should be taking every opportunity to at least not reinforce that idea. And stability is probably not a good thing for the life under those sheets of ice (from the discoverer's perspective). As I understand it, changes in selection pressures are the most important thing for evolution. So if there is life around those thermal vents, and the environment is almost completely static and stable, then I wouldn't be surprised if complex multicellular life never evolves, even over much longer spans of time than it took on Earth. I would expect life to stay more or less at its most primitive

The intelligent life blossomoning below the ice might (finally) be able to explore the surface (possibly with other life forms over time depending on the time the species require to discover this occurrence). Part of the problem with the moons of Jupiter or Saturn as examples is that they have the tidal force of huge planets acting on them. A rogue planet without huge moons like ours would more likely be frozen solid.
